Every listing carries an evidence badge computed at build time from the data on file: never assigned by hand and never influenced by the vendor. The level says how well a solution's claims are backed, not how good the solution is.
L4 requires at least one linked business case whose Evidence Status is “Customer-confirmed”: the customer confirmed the reported outcomes. L3 requires any published business case. L2 requires at least one vendor documentation link. Everything else is L1: rendered as submitted by the vendor, and labelled that way. Levels update automatically whenever documentation or cases are added.
